Lt. Billy Johnson is the Special Agent in Charge of the Virginia DMV’s motor carrier enforcement program. In addition to

his involvement in NCSTS, he is a member of IRP’s Board of Directors, chair of the IFTA Law Enforcement Committee,

and member of the UCR Enforcement Subcommittee.

Company background: GenLogs leverages a nationwide network of roadside sensors to collect proprietary data on commercial vehicles. This information and the accompanying platform provide total visibility across US freight corridors. This enables public sector entities to better monitor commercial vehicle movement and keep American roads safe, fight cargo theft and fraud, and improve freight and transportation operations on US roadways. GenLogs also works closely with logistics professionals to help recover lost and stolen cargo and optimize business operations.

Colonel Christoferson has been with the Montana Department of Transportation, Motor Carrier Services (MCS) Division

for 29 years. The MCS Division is the lead agency for commercial motor vehicle safety in Montana and is also responsible for oversize/overweight permitting, IFTA and IRP registrations, motor carrier compliance reviews and investigations, and provides enforcement of all statutes and regulations relating to commercial motor vehicles. Colonel Christoferson is currently in command of the Enforcement Bureau within the MCS Division, which is made up of 88 sworn officers in weigh stations and patrol vehicles across Montana. Colonel Christoferson is the immediate Past President of the Commercial Vehicle Safety Alliance (CVSA).

Major Chris Williams is a 19-year veteran of the Montana Department of Transportation’s Motor Carrier Services (MCS) Division. He began his career as an officer working at a weigh station and progressed through the ranks, serving in both Sergeant and Lieutenant roles.

In 2021, Chris was promoted to Major, where he assumed responsibility for the recruitment of new officers and the day-to-

day operations of the MCS Enforcement Bureau, under the leadership of Colonel Russ Christoferon.

In 2024, he was elected Vice Chairman of the International Registration Plan’s (IRP) newly established Law Enforcement Committee. A native of southwest montana, Chris resides there with his wife and daughter. He is also a proud father of a U.S. Navy sailor.

Eric had a 29-year in Law Enforcement including 22 years in CMV enforcement. He retired as the Motor Carrier Services

Enforcement Major in 2018. Eric became the Commercial Vehicle Operations Bureau Chief in 2018 and continued in this position Until October 2024 when he was promoted to the Administrator for the Motor Carrier Services Division. He is

the current President of the National Conference of State Transportation Specialist and the newly elected Chair of the International Registration Plan Board of Directors. Eric spent 9 years on the IFTA Law Enforcement Committee and

served as the committee chair.
